Investigation into Legal proceedings in Port Klang pet dog death in Selangor case

Following a stray-dog catching operation in Port Klang, Selangor, on 29 July, an investigation was launched into the death of a pet dog named Rocky. The owner, Roghini Devi, alleged the animal was beaten and restrained with a steel-wire cable, prompting formal action after a video of the incident went viral. On 5 August, the Selangor Department of Veterinary Services (DVS) submitted investigation papers and recommendations to the Deputy Public Prosecutor’s Office. The DVS stated it is awaiting further instructions from the prosecutor before taking additional action. In response to the incident, response, Shah Hizam, a 24-year-old man involved in the operation, held a press conference denying any intent to harm or kill animals. His lawyer, Rafique Rashid Ali, stated that Shah was attending the operation attended as a residents’ representative and that the neck loop used during the incident was provided by the Klang Royal City Council (MBDK). The legal team noted the situation became chaotic during an intervention by the dog’s owner and warned of potential legal action against those spreading slander or death threats against Shah. On 20 August, the case proceeded to the Port Klang Sessions Court, where two individuals pleaded not guilty to animal cruelty charges. Muhammad Shah Idham Nor Haikal Shaharom, a 24-year-old delivery rider, is accused of restraining the dog with a looped leash in a manner that caused pain. S. Roghini Devi, 42, is accused of unreasonably pulling the animal during the incident. The prosecution is seeking a joint trial. Judge Mujib Saroji set bail at RM6,000 for each accused person, with Roghini ordered to report to the veterinary services department monthly. Case management is scheduled for 8 October.
