Investigation into Roman Abramovich and Deloitte Cyprus
Overview
An international investigative project, known as ‘Cyprus Confidential’, has alleged that Deloitte Cyprus assisted Roman Abramovich in concealing billions of dollars in assets and evading taxes. The investigation, conducted by outlets including BBC Panorama, The Guardian, and the OCCRP, claims that backdated documents were used to hide luxury assets worth approximately $672 million from public records and to move over $10 billion to the British Virgin Islands to avoid disclosure requirements.
Following these reports, Cyprus police launched an official investigation into the financial and tax activities of Abramovich, specifically examining events between 2003 and 2006. The probe, conducted by the police’s Financial Intelligence Unit, is looking into whether associates of Abramovich and officials from Deloitte’s Cyprus branch, as well as corporate service provider MeritServus, falsified documents to facilitate tax avoidance.
Andreas Anastasiades, Assistant Director of the Crime Fighting Department, indicated that evidence collection has begun, noting that the significant passage of time presents challenges for the inquiry. He stated that the investigation is expected to take approximately six months. Lawyers for Abramovich have denied any wrongdoing, asserting that he relied on professional advice, while Deloitte Cyprus has stated it acts in compliance with applicable laws.
