In June 2026, former mayor Gustavo Estupiñán warned that Ipiales was entering a governance crisis due to weak leadership, stalled water projects, and fiscal mismanagement. This prompted a partial suspension of service and a boil-water advisory. By 9 August, the water utility Empoobando declared a red alert, citing a combination of environmental, sanitary, and technical factors, including dry season water reductions and purification difficulties.
