The U.S. has transitioned from military campaigns toward an economic ‘stranglehold’ designed to isolate Tehran. Through the Treasury Department’s Office of Foreign Assets Control (OFAC), the U.S. launched ‘Operation Economic Outcast,’ a Outcast’—also referred to as the ‘Economic Exclusion Operation’—a targeted intensification of secondary sanctions. This initiative has expanded to designate 78 numerous entities, individuals, and vessels, targeting shadow banking networks and sectors including digital assets, technology, gold, aviation, and shipping. Recent enforcement actions include sanctions against the Istanbul-based Golden Global Yatirim Bankasi Anonim Sirketi and its affiliates for allegedly facilitating tens of millions of dollars in payments from China for Iranian oil, subsequently directing those funds oil. The U.S. has further expanded its focus to dismantle networks in Iraq, Lebanon, the IRGC-QF. UAE, and Turkey. These measures specifically target shell companies supplying weapons to the IRGC-QF and currency exchanges transferring oil revenues to Hezbollah. To tighten control, the Treasury Secretary Scott Bessent has indicated announced it will now operate under a ‘presumption of rejection’ for most special license requests involving Iran. The campaign is impacting global supply chains. Following the U.S. intends UAE's decision to implement continuous, potentially weekly, sanctions suspend trade relations with Tehran, Spain faces potential disruptions to achieve ‘economic strangulation.’ its saffron supply. While Spain produces saffron in the Castilla-La Mancha region, it relies heavily on Iranian imports; historically, Spain has served as a major gateway for Iranian saffron into Europe, accounting for 75% of EU imports from Iran two years ago. While Secretary Bessent claimed the European Union has ‘officially joined’ the economic exclusion campaign, the European Commission clarified that while the bloc supports maintaining pressure to encourage negotiations, pressure, it did not explicitly confirm formal membership in the specific U.S. operation. Analysts note that the EU’s actual economic leverage may be limited, as EU-Iran trade accounts for only about 2 percent of Iran’s total foreign commerce. The campaign is beginning to impact global supply chains. Following the United Arab Emirates' decision to suspend trade relations with Tehran, Spain faces potential disruptions to its saffron supply, as the country relies heavily on Iranian imports. As pressure intensifies, analysts suggest Tehran’s reliance on China to mitigate sanctions may be diminishing, as Beijing is expected to prioritize its own interests with the West and the Gulf Cooperation Council.
