A cultural divide regarding compulsory hijab enforcement has re-emerged in Iran, characterized by widespread defiance from women, particularly the youth, in cities such as Tehran, Isfahan, and Shiraz. In response to this defiance, conservative clerics and politicians have historically increased pressure to restore strict enforcement, with some labeling the lack of veiling as ‘public nudity’. Authorities have previously targeted businesses failing to comply with clothing regulations and utilized morality-patrol vans and plainclothes forces for street-level interventions. However, recent developments suggest a period of hesitation in enforcing strict headscarf and modest dress mandates. This shift appears driven by the country’s simultaneous struggle with wartime conditions, U.S. sanctions, and a naval blockade that are straining the national economy. Social media footage from Tehran indicates a visible easing of social restrictions, with women appearing in public without headscarves and in more casual attire. Despite this perceived easing, authorities have recently resumed targeted enforcement through business closures. In Zabol, police sealed a recreational complex after a video containing ‘immoral content’ circulated on social media, citing a failure to observe ‘Islamic etiquette and the promotion of lack of hijab.’ In Kashan, four women’s hair salons were closed following joint inspections regarding social media activity and non-compliance with legal requirements. Data indicates a broader trend where at least 191 establishments were closed over the past year for reasons including religious observance periods or failure to adhere to mandatory hijab regulations. This enforcement has recently escalated to the highest judicial levels. Chief Justice Gholamhossein Mohseni-Ejei has threatened women violating mandatory hijab laws with police, intelligence, and judicial actions. Describing the non-compliance in major cities as an “unbearable state of nakedness” and a “social anomaly,” Mohseni-Ejei urged authorities to prioritize enforcement regardless of social opposition.
