Tensions have emerged regarding the impartiality of IAEA Director General Rafael Grossi. Iranian officials have questioned his independence in the context of his potential candidacy for UN Secretary-General, suggesting he may struggle to overcome “perceived patterns of bias” stemming from his management of inspections at Iranian nuclear facilities. Iranian representatives, including Deputy Foreign Minister Kazem Gharibabadi and spokesperson Esmaeil Baghaei, have criticized his failure to condemn military strikes by the United States and Israel against Iranian sites. In response, Grossi has maintained that he would act independently and adhere to the UN Charter if selected for the UN leadership role. At the United Nations General Assembly, Grossi announced that the IAEA has completed most technical preparations required to verify Iran’s nuclear activities. He emphasized that “without a diplomatic agreement, there will be no sustainable and stable solution,” noting that independent verification is a necessary prerequisite for any settlement. Grossi expressed hope for progress through negotiations supported by regional partners, including Pakistan, Qatar, Oman, and Egypt. However, Iran’s permanent mission to international organizations in Vienna has rejected the agency’s approach, criticizing the IAEA for “discriminatory policies and political bias.” The mission has called for an end to double standards, specifically highlighting the disparity between the oversight of Iran and the lack of safeguards regarding Israel’s nuclear activities.
