Reports indicate that these specific laws and the resulting execution procedures are restricted to Palestinians and do not apply to Israeli citizens. The development follows political support from the Likud and Otzma Yehudit parties. Construction of the facility, which includes a dedicated death row section, has recently begun within a prison wing in the center of the country. Ben-Gvir described the development as the fulfillment of a campaign promise to implement the death penalty and worsen conditions for terrorists in prisons. Human rights organizations and legal specialists have criticized the move, warning it could create a “two-tier justice system.” The organization HaMoked noted that over 9,300 Palestinians are currently held in Israeli prisons.
