Overview
Reports have emerged regarding direct, non-traditional communication channels between Israeli leadership and Hamas during periods of conflict in Gaza.
During the 2014 conflict, Prime Minister Benjamin Netanyahu reportedly conducted secret negotiations with Hamas leader Ghazi Hamad using a businessman as an intermediary. These communications bypassed the Israeli security establishment, leading former Defense Minister Avigdor Liberman to criticize the Prime Minister for acting without the knowledge of the Chief of Staff or the head of Mossad.
In a separate development during the Gaza war, a direct telephone channel was established between the Shin Bet and Hamas officials, including Ghazi Hamad.
