Italian authorities have continued extensive inspections to combat labor exploitation and illegal business practices across several sectors. In the tourism and hospitality industries, the Guardia di Finanza uncovered organized criminal schemes in Bari where seasonal workers were forced to return portions of their wages. In Rome, authorities sanctioned unauthorized lodging facilities, while in Ostia, a restaurant faced suspension for employing staff without legal contracts. Investigations in Vibo Valentia also revealed widespread ‘in nero’ (off the books) employment. Efforts to address exploitation have also extended to the agricultural sector. In Molise, a business was suspended for employing non-EU workers without legal permits. In Calabria, the Diocesan Observatory on Mafia Phenomena and Legality reported criminal intimidation and fires targeting local agricultural businesses. Recent large-scale operations in the Piana di Sibari by the Catanzaro District Anti-Mafia Directorate targeted criminal organizations involved in ‘caporalato’ (labor exploitation) and migrant trafficking. Twenty people were detained following investigations into two criminal associations that allegedly monopolized agricultural labor. Victims, primarily of Pakistani and sub-Saharan origin, were reportedly subjected to slavery-like conditions, including being housed in dilapidated rooms with up to twenty people per room, facing forced wage deductions, and being threatened with violence or deportation. In Taranto, the Guardia di Finanza identified 29 irregular workers across various sectors, including restaurants and hotels, leading to potential business suspensions. In the province of Trapani, the National Labor Inspectorate (INL) uncovered 18 irregular workers across seven agricultural companies. This Detainees included a case in Fulgatore where six Italian workers were found working off the books, including five minors under the age of 16. eighteen Pakistani nationals, one Indian national, and one Bangladeshi national.
