Italian government guarantee fund proposals
Overview
In late October 2026, five northern Italian regions, including Emilia-Romagna, Liguria, Lombardia, Piemonte, and Veneto, formally requested that the national government extend the SME guarantee fund beyond its scheduled expiration on December 31, 2026. Regional assessors argued the fund is vital for maintaining credit access and supporting investments in innovation, digital transitions, and international competitiveness.
Following these regional requests, the Italian government proposed extending reinforced state guarantees for first-home mortgages until December 31, 2029, as part of the 2027 Budget Bill. This proposal includes 400 million euros in additional funding for 2028 and 2029. The measure, managed by Consap, aims to assist individuals, particularly those under 36 with an ISEE below 40,000 euros, by providing public guarantees for up to 80% of loan principals for primary residences.
