Italian municipal financial and administrative challenges

Italian municipalities have been facing severe financial constraints driven by ineffective tax evasion recovery and a shortage of funds for operational expenditures. In the Rimini province, the trade union Uil reported that only 27,000 euros were recovered from tax evasion in 2024, which represented approximately 0.02% of the potentially recoverable amount. Local officials noted that bureaucracy and a lack of qualified personnel have hindered the ability to combat evasion and manage complex project designs.

In response to these challenges, local administrations have begun implementing structural reforms to improve resource management. In Castellina in Chianti, new management software and external support are being introduced to increase tax collection efficiency and avoid reliance on the ‘Fondo Crediti Dubbia Esigibilità’, a fund that restricts budget availability for social and maintenance services. Additionally, in Fossacesia, authorities are reorganizing local market systems and public area concessions to comply with new national guidelines and support local commerce.
