Italian regional opposition to energy infrastructure

Local authorities and citizen groups in Italy are increasingly opposing various energy infrastructure projects across different regions.

In the context of energy storage, municipal administrations and committees are contesting large-scale Battery Energy Storage Systems (BESS). In Casalgrande, officials have submitted technical evaluations to the Ministry of Environment and Energy Security to oppose a 225 MW plant proposed by Atlas Storage 8 Srl, citing concerns over the use of agricultural land. Similarly, in Forlì, a committee is fighting a 100 MW project by RNE19 Srl, raising alarms regarding environmental, hydraulic, and seismic risks, including potential soil liquefaction and flooding.

Parallel opposition is directed at fossil fuel infrastructure. In Abruzzo, debates have intensified regarding methane extraction, power plants, and pipelines, with critics arguing these projects favor outdated models that conflict with climate goals. In Sardinia, the Villacidro City Council unanimously rejected a proposed Snam methane pipeline, citing the potential negative impact on agricultural land and collective assets, while arguing the project is economically and environmentally unsustainable.
