Italian local authorities have continued to widen emergency rules aimed at shielding companion and working animals from the July‑August 2026 heat wave. Building on earlier bans in Castelfranco di Sotto, Bari, Trentinara, Canelli, Foggia, Manfredonia, Pollena Trocchia, Bordighera, Santa Teresa di Riva and Latina, additional towns have introduced comparable or stricter provisions. Latina’s mayor Matilde Celentano signed an ordinance that, from 5 August to 30 September, prohibits leaving dogs or cats in vehicles, on hot asphalt or in unshaded outdoor spaces between 10 a.m. and 7 p.m. The rule expands the city’s 2020 animal‑welfare regulation, which was updated in February 2026 with a dedicated animal‑rights guarantor, and requires continuous access to fresh water. In Sicily, Carabinieri rescued a dog abandoned on a second‑floor balcony in Mascali, charging the owner with animal abandonment. Officers responded to an emergency report, finding the animal in distress without sun shelter or food and water. In Sardinia, Quartu Sant'Elena created a task force led by the mayor and environment assessor to enforce bans on leaving pets on unshaded balconies or courtyards, coordinating with police, Carabinieri and the forest service and handling dozens of citizen reports. Across the country, municipalities are coordinating an escalating, uniform response to prevent heat‑stroke, dehydration and fatal injuries among pets and working animals during the extreme summer heat.
