Italy electoral promise transparency initiative

Entities: Carlo Cottarelli · Quanto mi costa? campaign · DDL 550 · Parliamentary Budget Office · Italian Parliament

Overview

In early July 2026, former IMF economist Carlo Cottarelli and the Luigi Einaudi Foundation launched a bipartisan campaign for a bill (S.550) that would obligate Italian political parties to disclose the financing of all measures announced in their electoral programmes. The proposal, aimed at preventing unrealistic promises, was assigned to the Senate constitutional affairs committee and received public support from a local Action party branch in Ferrara, which urged citizens to sign an online petition.

Two weeks later, Cottarelli formally introduced DDL 550, extending the requirement to an ex‑ante assessment by the Parliamentary Budget Office of any election promise’s cost and funding source. A public awareness campaign called “Quanto mi costa?” gathered about 29,000 signatures, and a methodological guide for fact‑checking political promises was released. Cottarelli clarified he would not seek the mayoralty of Milan.
