Italy’s renewable energy sector is navigating a transition toward market-driven models amid regulatory and financial shifts. Renewable Energy Communities (CER) are moving away from heavy reliance on public incentives, such as the National Recovery and Resilience Plan (PNRR), as available funding has been reduced from 2.2 billion euros to 795.5 million euros. While the photovoltaic sector saw 18% growth in the second quarter of 2026, the broader market faces stagnation, with only a 1% growth rate over the last twelve months. Although total renewable power increased by approximately 3.4 GW in the first half of 2026, meeting the annual target of 8.3 GW requires an additional 3.3 GW in the second half of the year. Reaching this target would exhaust the 1.6 GW surplus Italy held at the start of 2026, leaving no safety margin for future slowdowns. Andrea Cristini, president of Anie Rinnovabili, has warned that regulatory and legislative changes have increased uncertainty and risk, urging authorities to resolve authorization bottlenecks to prevent Italy from losing ground to other European manufacturing nations. Structural shifts are also reshaping the energy storage market, moving focus from residential systems toward utility-scale industrial storage. Following the end of Superbonus incentives, storage value is increasingly tied to grid services and flexibility. To meet 2030 targets, Italy must grow storage capacity from 7 GW in 2025 to 70 GWh by 2030, a transition that may require 200 billion euros in investment over ten years. Additionally, the electric vehicle (EV) market is slowing due to the exhaustion of government incentives. UNRAE Director General Andrea Cardinali noted that the pure electric market share stood at approximately 8% in the first eight months of 2026, significantly lower than the average in 30 other European countries, compounded by a lower charging infrastructure density.
