Italy’s strategic international diplomacy

Italian Prime Minister Giorgia Meloni is pursuing a strategy of international diversification to strengthen Italy’s position within the Western alliance and ensure energy security.

Initially, Meloni emphasized the need for Italy to build relationships with the broader American political and strategic architecture rather than relying on individual US presidential leadership. This approach seeks to maintain Italian influence within Washington’s institutional structures regardless of changes in US administration.

Expanding this diplomatic outreach, Meloni visited Oslo to transform Italy’s energy-focused ties with Norway into a broader strategic partnership. This summit, the first by an Italian head of government to Norway in nearly 15 years, aimed to expand cooperation into critical raw materials, defense, space technology, and the underwater domain. Major Italian industrial players, including Eni, Leonardo, Fincantieri, and Saipem, are central to these expanding economic ties.

With Norway serving as Italy’s fourth-largest gas supplier, providing approximately 10% of national consumption, energy security remains a central pillar of the relationship. On the geopolitical front, both leaders reaffirmed their commitment to supporting Ukraine’s resilience. Meloni also addressed security concerns regarding Russia, warning against Moscow’s provocations and emphasizing the importance of European strategic autonomy through cooperation with partners like Norway and the United Kingdom.
