Service providers in İzmir, represented by the İzmir Union of Tradesmen and Craftsmen and the İzmir Bus and Service Vehicle Tradesmen Chamber, requested a 35% increase in shuttle fees for students and personnel, citing rising fuel, maintenance, insurance, and personnel costs. The İzmir Metropolitan Municipality Transportation Commission approved a 20% increase instead. Under the approved rates, rates for the 2026-2027 academic year, student service fees for 0-3 kilometers will rise from 3,045 TL to 3,654 TL, while fees for distances up to 40 kilometers will reach 8,639 TL. Preschool and special education services will cost 4,384 TL (0-3 km) and 9,874 TL (0-40 km). Mandatory guide personnel costs are set at 25.49% of the transport fee, bringing the total cost for a standard 0-3 km student service to 4,586 TL. Personnel shuttle services will also see a 20% increase, with the initial departure fee for 10-17 seat vehicles rising to 4,363 TL and the per-kilometer rate increasing to 56.40 TL. The municipality has clarified that pricing is based on the shortest one-way route via bus or minibus lines. To prevent overcharging, a digital system has been established for parents to calculate exact costs, and citizens are advised to report discrepancies to the ALO 153 Call Center. Following reports of parents facing charges exceeding official tariffs, cash-only payment requirements, and schools mandating specific transport companies, the İzmir Metropolitan Municipality has introduced strict sanctions. Providers charging above the official tariff face an administrative fine of 88,830 TL per student. Additionally, providers cannot refuse transport if a parent rejects an inflated price. Failure to pay fines within 30 days may result in the suspension of the vehicle’s special permit. Repeated violations, such as overcharging five or more students in one vehicle or having over 50% of a fleet penalized at a specific school, violations can lead to the loss of operating permits for those vehicles or the entire fleet at that location.
