Recent developments highlight a potential ‘tax implementation gap’ between intended policy and business practice. While the 1% rate applies to takeout and delivery, dining in at restaurants and catering services will remain at the 10% rate, creating a 9-percentage-point difference. A survey by Mitsumore indicates that approximately 60% of restaurants do not plan to lower takeout prices to reflect the tax cut, with 53% opting to keep takeout prices identical to dine-in prices. This trend is attributed to structural challenges for small, independent businesses that lack the advanced POS systems and administrative capacity required to manage complex price adjustments and accounting changes.
