Japan’s cabinet gave final approval on 5 August 2026 to a two-year reduction of the consumption tax on food, cutting the rate from 8% to 1% beginning in April 2027. The plan also adds a 1% cash rebate, effectively nullifying the levy for low- and middle-income households. The administration reportedly opted for a 1% rate rather than 0% to minimize technical accounting and POS system complications for businesses. The measure is expected to cost approximately ¥5 trillion (≈$32 billion) annually. Prime Minister Sanae Takahashi stated the government will avoid issuing new debt, instead seeking financing through non-tax revenues, such as surpluses in the foreign-exchange special account and Bank of Japan profits. An analysis by IKIGAI TOWN, operated by Specialist Doctors Co., Ltd., estimates the tax reduction will save two-or-more-person households an average of 55,923 yen annually. Regional benefits vary, with Tokyo’s special wards projected to see savings of 62,734 yen, while Naha is estimated at 49,709 yen. The study notes that benefits are less pronounced in cities with high dining-out rates, as alcoholic beverages and restaurant meals will remain taxed at 10%. The announcement has triggered significant market and political concern. Fiscal analysts and opposition lawmakers have warned that the plan could strain social-security funding. Major newspapers, including the Nikkei, have also criticized the move regarding its impact on fiscal discipline. Investor reaction has included pushing Japanese government-bond yields to multi-decade highs. Following the LDP’s endorsement, the legislation is slated for an extraordinary parliamentary session in the autumn.
