Diplomatic tensions have intensified following Russian President Vladimir Putin’s visit to Iturup Island on August 13, 2026. This visit, which marked his first trip to the disputed archipelago, included inspections of local infrastructure. While Japan maintains the southern Kuril Islands are historically and legally its territory, Russia has rejected these claims, asserting the islands are an integral part of Russia. Japanese Prime Minister Sanae Takaichi, Foreign Minister Toshimitsu Motegi, and Hokkaido Governor Michimasa Suzuki have issued formal protests, with the Prime Minister describing the visit as ‘absolutely unacceptable.’ In response, Russia summoned Japanese Ambassador Akira Muto to the Ministry of Foreign Affairs to protest ‘anti-Russian’ statements. Russian officials, including Deputy Foreign Minister Mikhail Galuzin and Foreign Minister Sergei Lavrov, have maintained that Russian sovereignty is ‘unshakable’ and accused Japan of crossing ‘the line of decency.’ Regional tensions have expanded, with China calling on Japan to respect the outcomes of the Second World War. Expert Georgy Trolyaya warned that Putin’s visit could accelerate a regional divide between a US-Japan-South Korea bloc and a Russia-China-North Korea bloc. On September 10, Japan formally requested a correction to a new United Nations world map using the ‘Equal Earth’ projection. While Japan supported the General Assembly resolution to adopt the projection, government spokesperson Minoru Kihara stated that the map’s digital depiction of the disputed islands in the same color as Russia contradicts Tokyo’s official position. Following negotiations, the Japanese-language version of the map was updated to match the color of the Japanese mainland, while the English version uses a neutral color and includes a note stating the islands are ‘under Russian control, Japan claims sovereignty’. However, Russian Presidential Aide Yury Ushakov dismissed Japan's demands for map modifications, describing the request as ‘nonsense’ and ‘absurd’.
