Japan is actively working to rebuild its domestic semiconductor production base through significant government subsidies and foreign investment. Since 2021, the country has attracted approximately 6 trillion yen in foreign investment, including major commitments from TSMC, Micron, and Tower Semiconductor for projects in Kumamoto, Hiroshima, and Toyama. Parallel to these foreign investments, the Japanese government is increasing its support for the state-backed manufacturer Rapidus. An additional 150 billion yen investment is planned to help the company reach its goal of mass-producing 2nm chips by the second half of fiscal year 2027. Total government assistance to Rapidus is projected to reach approximately 3 trillion yen by the end of fiscal year 2027, as the company seeks a total of 5 trillion yen in funding to support its operations in Hokkaido. Expanding on international economic cooperation, Japan and the United States are advancing a $550 billion investment plan established under a prior trade agreement. Following meetings between Japanese Trade Minister Ryosei Akazawa and U.S. officials, including Commerce Secretary Howard Lutnick and U.S. Trade Representative Jamieson Greer, a third package of investments is being prepared. This upcoming tranche is expected to prioritize artificial intelligence and semiconductor technologies, building upon previous investment phases that focused on the energy sector, including oil, natural gas, and nuclear energy projects.
