Japanese business continuity planning gaps

Discussions regarding disaster preparedness in Japan have highlighted significant gaps in Business Continuity Planning (BCP) across different sectors of the economy.

Data from Teikoku Databank indicates a disparity between large corporations, which have a 39.9% BCP adoption rate, and small to medium-sized enterprises at 18.3%. Small businesses and solo entrepreneurs face obstacles such as a lack of specialized skills, personnel shortages, and insufficient time. For individual workers, the primary risk includes the loss of trust caused by communication breakdowns during illness or equipment failure. Experts recommend that solo operators adopt simplified protocols focusing on client contact information, data backups, and financial reserves.

Further analysis reveals a disconnect between risk perception and actionable planning regarding weather events. Although 83.1% of companies identify typhoons and flooding as a “major risk,” less than half have established formal decision-making criteria for employee commuting and attendance. Companies in flood-prone areas show higher risk awareness, yet many struggle to create specific protocols due to the unpredictable nature of heavy rainfall and the difficulty of setting location-specific criteria.

Recent surveys in Tokyo show additional vulnerabilities regarding seismic preparedness. Only 10.7% of surveyed businesses have installed seismic breakers to prevent electrical fires during earthquakes, with over 50% of companies unaware of their current installation status. While large corporations maintain high BCP adoption rates, small and medium-sized enterprises continue to lag, with training implementation rates for active disaster management at only 37.5% compared to 75.3% for large firms.
