Japan's family support financing reforms

In July 2026 Japan clarified that a new child‑support and parenting fund will be added as a surcharge to all public health‑insurance premiums starting in April 2026. The contribution, averaging about ¥250 per month in 2026 and rising to ¥450 by 2028, applies to every insured person regardless of marital status or parenthood and will fund expanded child allowances, pregnancy and childbirth subsidies, and parental‑leave support. Later that month, the Japanese Council for National Social Security announced a plan to introduce a benefit‑linked tax credit beginning in 2029. The credit would give low‑income earners a tax deduction that can turn into a cash benefit when the deduction exceeds tax liability. The council identified five unresolved design issues, including the sequencing of benefit and credit, permanent financing, eligibility thresholds, division of assessment duties, and treatment of complex income sources. Further legislation will be required before the scheme can be implemented.
