Overview
Jeju Island continues to navigate significant administrative and economic challenges, with recent data highlighting deepening fiscal instability and underperforming development projects. While the province previously managed a debt ratio of 20.42%, the Jeju Provincial Council reports that the actual debt ratio is estimated to be as high as 25.73% of total revenue, despite a managed debt ratio of 16.23%. Concerns have been raised that revenue growth has been primarily driven by local bonds and national subsidies rather than self-generated resources, alongside surging operational expenses for events.
In addition to fiscal pressures, the province is facing a shortfall in tourism development. An inspection of 31 sites revealed that only 9.2 trillion won of a promised 17.6 trillion won has been invested, representing just 52.2% of planned capital. These projects are also reportedly failing to meet commitments regarding regional business participation and local employment.
New data from the Bank of Korea Jeju Branch indicates that tourism consumption is increasingly vulnerable to extreme weather. Heavy rain has been shown to decrease tourism spending by up to 17.1% in natural leisure areas and 13.2% in natural sightseeing areas. Furthermore, strong winds reduce spending across all sectors, including indoor and leisure, as extreme weather frequently leads to flight cancellations or shortened visitor stays.
Amidst these challenges, the Jeju Provincial Council remains focused on fiscal health, with officials aiming to manage the effective debt ratio within 20% during the current administration.
