The residential landscape in Kaohsiung is undergoing changes driven by both government initiatives and industrial growth. The Kaohsiung City Government has launched rental applications for the first phase of the Asia New Bay Area Smart Social Housing project, providing 634 units with tiered rents to support the workforce in the nearby 5G AIoT industrial cluster. Simultaneously, the broader rental market is shifting due to semiconductor industry expansion, specifically driven by TSMC investments. Data from the Kaohsiung City Land Administration Bureau indicates that Sanmin District has maintained its position as the city’s top rental hotspot for four consecutive years, accounting for 17.3% of all rental transactions. Nanzi District has seen a rapid ascent, climbing from fifth place in 2023 to second place, marking its second consecutive year in the runner-up position. This growth is attributed to the ‘TSMC effect,’ where the establishment of semiconductor plants increases demand for housing near industrial parks. As production scales up toward 2025, many workers are opting to rent rather than buy to maintain flexibility and reduce commuting costs. Other districts, including Lingya, Zuoying, and Fengshan, remain among the top five rental areas. Industry experts note a growing trend toward renting entire apartments in modern residential buildings rather than traditional partitioned rooms. This shift is further supported by high property prices and stricter lending regulations, as a growing demographic of tech professionals seeks higher-quality living environments with elevators and modern amenities. In areas surrounding TSMC facilities, two-bedroom apartments are renting for approximately 20,000 to 23,000 TWD per month.
