Karnataka HIV testing policy controversy continues

On July 28 2026, Karnataka's State AIDS Prevention Society announced compulsory HIV testing and counselling camps for all colleges, citing a rise in infections among young adults. Within days, the society issued a video statement clarifying that mandatory testing is prohibited by law and that the programme would remain voluntary, using digital risk‑assessment tools such as QR codes and the BreakFree app.

Later on July 31 2026, KSAPS refuted social‑media claims that 7,000 college students had tested positive and that testing was mandatory. Project Director Padma Basavanthappa explained that the figure stemmed from a misinterpretation of data on individuals receiving antiretroviral therapy, not new student infections. The society reiterated Karnataka’s overall HIV prevalence of 291,341, with 203,000 on medication and an estimated 56,000 still unidentified.

To improve early detection, KSAPS launched a technology‑driven awareness campaign, integrating QR‑code linked self‑risk assessments, counselling, and an eight‑month Red Ribbon Awareness Campaign across colleges and workplaces. Health officials continue to stress voluntary testing, early detection, and stigma reduction while coordinating integrated health camps with multiple state departments.
