Kazakhstan is pursuing a multi-faceted strategy to modernize its energy sector through technological advancement, international cooperation, and infrastructure investment. In early August 2026, the Ministry of Energy announced an international forum in Astana focused on enhanced oil recovery (EOR) technologies. The event aims to bring together global experts to discuss advanced gas, chemical, and thermal methods, with the goal of signing the Astana Declaration and a roadmap for 2027–2030 to boost recovery rates in mature fields. Following this, the nation has expanded its focus toward decarbonization and capacity growth. Discussions between state-owned QazaqGaz and China’s SINOPEC have centered on geological exploration and the implementation of carbon capture, utilization, and storage (CCUS) technologies to support a 2060 carbon neutrality goal. Additionally, the Ministry of Energy is executing 24 investment agreements to add 3.8 GW of energy capacity, targeting solar, wind, hydropower, and hydrogen energy to address aging infrastructure and rising demand. However, recent disruptions to the Caspian Pipeline Consortium (CPC) system have forced a shift in export logistics. The Ministry of Energy confirmed that Ukrainian drone attacks on infrastructure linked to the CPC—which handles approximately 80% of Kazakhstan’s exports—have impacted shipments through the Russian port of Novorossiysk. In response, Kazakhstan is rerouting crude oil via the Atyrau-Samara route to Russia and expanding supplies to China. The government is also exploring long-term diversification through southern corridors, including the Baku-Tbilisi-Ceyhan and Baku-Supsa pipelines. Azerbaijan has indicated readiness to increase its annual intake of Kazakh oil via the Baku-Tbilisi-Ceyhan link to 2.2 million metric tons.
