KCTU social dialogue participation dispute
Overview
The Korean Confederation of Trade Unions (KCTU) is facing internal division regarding its potential return to social dialogue mechanisms. During an extraordinary delegate assembly on October 7, the organization failed to reach a decision on a proposal to rejoin the Economic, Social and Labor Council (ESLC). The assembly was adjourned after the number of attending delegates fell below the required quorum, following walkouts by hardline factions from unions such as the Korean Metal Workers' Union and the Korean Public Service and Transport Workers' Union. These members cited a lack of trust in the government and feared being used to support labor reforms.
In response to the deadlock, South Korean Employment and Labor Minister Kim Young-hoon has urged the KCTU to rejoin the council for permanent social dialogue. Minister Kim stated that the government has already expressed agreement with the KCTU’s three core conditions for return: consensus-based operations, guaranteed participation from industrial unions, and a change to the council’s name. Kim noted that the existing legal framework allows for discussions regarding name changes and industry-wide participation.
