The Kelowna City Council has addressed two distinct land use and housing proposals. In one instance, the council approved a revised application from S. Sundher Orchards Ltd. to build temporary housing for 40 farm workers at 1190 Lewis Rd. This follows a previous rejection of a larger 56-worker plan that exceeded local zoning bylaws. The approved proposal incorporates a three-metre vegetated buffer to mitigate neighbor concerns regarding noise, traffic, and views. The project now moves to the Agricultural Land Commission for final consideration. Separately, the council unanimously rejected a proposal for 47 single-family lots on Hall Road. City staff opposed the 27-acre project because it fell outside the city’s permanent growth boundary and conflicted with growth management and infrastructure sustainability objectives. Concerns were also raised regarding hillside topography, environmental sensitivities, proximity to a wetland, and potential densification pressure on adjacent Agricultural Land Reserve lands. The location also lacked a required Area Structure Plan.
