In late July 2026 Kenya’s Health Cabinet Secretary Aden Duale was criticised after remarks in Mandera County were interpreted as targeting the Kikuyu community. Duale denied the allegation, claimed the proverb was misquoted, and refused to apologise unless former Deputy President Rigathi Gachagua, accused of hate speech, was first summoned before the National Cohesion and Integration Commission. He also announced a plan to mobilise five million votes from pastoralist counties for President William Ruto ahead of the 2027 election. A week later, MP John Kaguchia, an ally of Gachagua, was arrested following an overnight standoff at the Royal Media Services headquarters. Kaguchia had warned residents against supporting Ruto, remarks that authorities labelled hate speech. He claimed the police presence was intimidation and accused government officials of distorting his statements. The arrest underscored rising tensions over political speech and the use of legal mechanisms ahead of the upcoming election. On 25 July, Lands Cabinet Secretary Alice Wahome publicly urged Duale to apologise, while professional groups from northern Kenya defended him, saying his words had been distorted. Duale reiterated that he would only appear before the commission if Gachagua were first summoned, and the NCIC opened an inquiry into his comments. On 3 August, the Directorate of Criminal Investigations detained Kaguchia at the Royal Media Services premises after his rally in Kieni, Nyeri County, where he warned voters against supporting Ruto. Kaguchia alleged he was surrounded by armed men in unmarked vehicles. Former Deputy President Gachagua condemned the arrest as political persecution, and Kaguchia’s lawyers sought his release on bond.
