Kenya-Rwanda bilateral cooperation
Overview
Kenya and Rwanda have expanded their bilateral relationship through a series of cooperation agreements and logistics developments. In October 2026, the two nations finalized 11 agreements during the 10th session of the Kenya-Rwanda Joint Permanent Commission for Cooperation in Nairobi. These deals cover sectors such as security, immigration, justice, housing, water, and diaspora affairs, including mutual legal assistance and the transfer of sentenced persons.
Economic and energy cooperation has also intensified. Following a previous agreement regarding petroleum supplies via the Northern Corridor, Rwanda recently received a 40,000-tonne shipment of refined petroleum through Kenya’s Kipevu Oil Terminal 2. The Kenya Pipeline Company expects annual fuel volumes for Rwanda to potentially increase from 60,000 to 600,000 cubic metres.
To further streamline trade, Rwanda has pledged to fund a logistics hub within Kenya’s Mai Mahiu Special Economic Zone. This facility is intended to facilitate the movement of over $300 million in goods from the Port of Mombasa to Rwanda using the Standard Gauge Railway. The development of this hub is expected to include supporting infrastructure such as a school, a hospital, and worker housing.
