Kerala KIIFB restructuring and financial investigation
Overview
The Kerala government is reviewing the future of the Kerala Infrastructure Investment Fund Board (KIIFB) following a committee report led by Sudha Pillai. The report recommended that KIIFB cease market borrowings and stop funding projects in its current form, arguing that its financing model acts as off-budget borrowing that bypasses constitutional limits. The committee suggested the state repay KIIFB’s debts and transfer ongoing projects to relevant government departments.
Chief Minister VD Satheesan has vowed to investigate alleged financial irregularities, stating the board functioned as an “independent empire” that bypassed Finance Department controls. The Chief Minister noted that KIIFB’s borrowing at high interest rates and specific bond issuances led to significant financial losses, including an estimated excess expenditure of approximately Rs 13,103 crore compared to direct government execution.
To address these issues, the state intends to bring the board under the direct control of the Finance Department. While the state may require approximately 70,416 crore to repay loans and complete prioritized projects, experts remain divided on the path forward. Some suggest retooling KIIFB as a technical facilitation agency, while others warn that dismantling the board could set state development back by 25 years.
