Kinshasa is implementing various measures to manage urban infrastructure and transportation. Initial efforts focused on physical roadwork and traffic regulation, including the Caribus project on the RN1, which caused significant congestion and reduced income for taxi drivers. To mitigate movement issues, Provincial Transport Minister Jésus-Noël Sheke introduced a new one-way traffic plan in Zone A affecting major routes such as Boulevard du 30 Juin and Avenue de la Libération. Following these physical interventions, the provincial administration has begun exploring digital solutions to modernize urban services. Discussions with Africell RDC involve using digital applications to improve the traceability of provincial revenues, manage motorcycle and taxi parking, and enhance traffic security and vehicle identification. In October 2026, the provincial Ministry of Planning, Budget, and Transport continued pursuing these digital reforms to modernize administration and finances. Alongside these efforts, Kinshasa City Hall announced the resumption of systematic vehicle technical inspections, effective October 15, 2026. This measure is intended to improve urban transport safety and prevent accidents; vehicles lacking valid certificates or possessing technical failures may face immediate immobilization or impoundment. Separately, the Ministry of Hydrocarbons addressed reports of long queues at service stations, stating that fuel stocks are ‘largely sufficient’ to meet the capital’s needs and advising the public that local queues do not indicate a general shortage.
