Kocasinan Municipality in Kayseri has launched several large-scale social and animal welfare projects. These include the establishment of a 25,000-square-meter rehabilitation center for street animals, a dedicated ‘Cat Town’, a food production center, and specialized animal ambulance services. To improve local living standards, the municipality has also opened 48 social facilities, such as libraries, cultural centers, and the Kocasinan Academy Social Facility, which includes sports centers and Olympic-sized swimming pools. Furthering its social municipalism model, the municipality has implemented the ‘Dost Eli Project’. Through the ‘Dost Market’—a facility where families in need use assigned points instead of money—the municipality distributes free natural safflower oil harvested from plants grown by Mayor Ahmet Çolakbayrakdar to promote a ‘self-sufficient municipality’ model. In recent developments, the municipality launched the ‘Küçük Dostlar Kedi Kasabası’ (Little Friends Cat Town) in the Yakut neighborhood. This 10,000-square-meter facility hosts 19 different cat breeds and includes a 500-square-meter area managed by the Kocasinan Municipality Veterinary Directorate, providing 24/7 medical care, nutrition, and housing. The site features amenities such as bungalow houses, cat bridges, climbing courses, and sterile sand pools. Mayor Ahmet Çolakbayrakdar noted the project serves educational and therapeutic purposes, helping children build empathy and assisting individuals with animal phobias to overcome fears.
