Kosovo is actively pursuing European Union candidate status and the commencement of accession negotiations. Chief Negotiator Jeton Zulfaj has cited democratic and economic progress as justification for this status, though he noted that a lack of unity within the EU currently hinders the process. Economic developments include the European Commission evaluating Kosovo’s first request for funds under the Reform and Growth Facility, which could reach up to 882.6 million euros contingent on meeting reform deadlines. The Commission also noted improvements in Kosovo Customs regarding fraud prevention and terminal usage. On the diplomatic front, Prime Minister Albin Kurti utilized the 13th Berlin Process Summit in Montenegro to advocate for integration and engage in bilateral meetings with leaders from Austria, Germany, France, Ireland, and the United Kingdom. These discussions focused on energy, digital technology, infrastructure credits, and direct investment. While regional cooperation efforts continue, the Kosovo-Serbia dialogue remains stalled despite calls for the implementation of the Ohrid Agreement. During recent high-level meetings, Kurti noted that Kosovo has fulfilled the final legal requirements for SEPA integration and anticipates negotiations for inclusion in the EU roaming zone. Discussions with Austrian officials focused on economic cooperation in energy, railways, and digital technology, while meetings with French representatives addressed a 60 million euro credit for infrastructure related to the 2030 Mediterranean Games. Kurti also highlighted German direct investments, which have reached approximately 1.5 billion euros. Domestically, the government has prioritized national security, with Kurti announcing a goal to invest over 1 billion euros in the military during the current mandate. This follows the swearing-in of 515 new recruits for the Kosovo Security Force.
