In late July 2026, NATO’s Allied Joint Force Command in Naples, led by Admiral George M. Wikoff, met with Kosovo’s acting prime minister, president, and KFOR commander to review the security situation and discuss a conditions-based optimisation of the KFOR force-posture. NATO stressed that the change was an adjustment, not a cut, and reiterated its commitment to Kosovo’s safety while noting Kosovo’s ongoing aspiration to join the alliance. KFOR currently fields approximately 4,600 troops from 31 nations. A few days later, KFOR commander Major General Özkan Ulutaş reported that the security environment remained calm, with no incidents comparable to the 2023 attacks. He noted that the continued stability allowed NATO to move forward with the optimisation, potentially scaling back troop numbers gradually over the next year, while warning that provocative rhetoric and disinformation remain political challenges. He emphasized that any future Kosovo gendarmerie should not duplicate KFOR’s role. On 12 August 2026, Major General Ulutaş met with representatives of the Serbian List, including leader Zlatan Elek, to discuss security in northern Kosovo. He confirmed that the optimisation process has begun due to improved security conditions but emphasized it is conditional and could be halted if regional stability is impacted. Discussions also addressed the gradual transition of KFOR presence from the main bridge in Mitrovica, noting that once finalized, the mission will maintain a strong presence in North Mitrovica and northern Kosovo to serve all communities. On 17 August 2026, KFOR began a gradual withdrawal of its permanent presence in northern Kosovo, which included removing a checkpoint on the bridge over the Ibër River. Kosovo’s Minister of Internal Affairs, Xhelal Sveçla, announced that responsibilities are being transferred from KFOR to the Kosovo Police.
