Labor discussions in Kosovo have focused on wage levels and workplace safety. Jusuf Azemi, chairman of the Private Sector Independent Union of Kosovo, previously called for the minimum wage to be raised to 600 euros. Azemi also raised concerns regarding occupational health, noting that workplace deaths in Kosovo are four times higher than in neighboring countries due to a shortage of qualified inspectors. Statistical data from the Kosovo Agency of Statistics shows that the average monthly net wage rose from 416 euros in 2020 to 636 euros in 2025, a 53 percent increase. However, this growth has been tempered by inflation; the general price level rose by approximately 27.7 percent, while food and non-alcoholic beverage costs increased by about 42 percent. To maintain the purchasing power of 416 euros from 2020, a salary of approximately 531 euros would have been required by 2025. Recent labor unrest has emerged as technical workers in the school sector initiated strikes over the non-implementation of the government-mandated minimum wage. The Federation of Technical Workers in the Private Sector of Kosovo (FSPTSPK) reports that workers employed by private companies contracted by municipalities are receiving 390 euros per month, despite a legal gross minimum wage of 500 euros. As of October 2026, LDK Deputy Hykmete Bajrami has renewed calls for the Central Labor Inspectorate to take action against non-compliant companies, noting that the 500 euro gross minimum wage has been in effect since July 1, 2026. Bajrami continues to highlight the disparity between the public sector, which has 130 million euros allocated for a 13th salary, and technical school workers who remain below the legal minimum.
