The Special Prosecutor's Office in Kosovo has issued an indictment against Fatmir Sheholli following the discovery of a “Top Secret 2” document on his phone. Prosecutors allege the document outlines a strategic plan to expand Islamic radicalization and destabilize Kosovo and the surrounding region. The alleged strategy involved using funds from Islamic embassies to build mosques in prominent locations, expanding religious schools, and utilizing influential figures in media and politics to build networks. The prosecution claims the ultimate goal was to make Kosovo appear radicalized to influence Western powers, potentially facilitating a return to Serbian jurisdiction. The document reportedly predicted that Kosovo would resemble “Kandahar” within 20 years. In response to these allegations, Naim Tërnava, the Mufti of Kosovo, has called for an institutional verification of the document. Describing the claims as “extremely serious,” Tërnava urged authorities to clarify the document's authenticity to protect religious coexistence in the region. He has specifically called for an investigation into claims within the document suggesting the Islamic Community of Kosovo is under Serbian intelligence influence.
