The municipality of Lanús has implemented several measures to strengthen local emergency management and public security. Initially, Mayor Julián Álvarez led an emergency preparedness workshop to present an updated ‘Municipal Integral Risk Management Protocol’. This initiative focused on coordinating municipal government and emergency services to prepare for climate events, supported by investments in equipment and training for medical personnel, firefighters, and civil defense. Following these preparedness efforts, the Lanús Deliberative Council approved new ordinances to formalize local safety and health structures. These include the creation of the Lanús Emergency System (SEL) to organize medical services and the establishment of a Municipal Prevention Police. This new civil force, consisting of up to 100 agents, is tasked with deterrent patrolling and proximity prevention but lacks criminal investigation powers. Expanding these frameworks, the Council approved a General Emergency Management Plan to organize state responses to natural disasters, extreme weather, and service interruptions. This plan establishes an Emergency Operations Committee (COE), led by the mayor, to coordinate with security forces and civil society using a four-level color-coded alert system.
