Latvia police discipline controversy

Recent incidents involving drunken police officers – a fatal stabbing in Priekule and a traffic crash in Aizkraukle – prompted scrutiny of the State Police’s internal controls. Latvia’s Transport Minister Rihards Kozlovskis told a radio programme that the cases are isolated and do not signal a systemic disciplinary problem, noting a drop in overall police violations under Chief Armand Ruk and saying no resignation is required.

In response, State Police chief Armands Ruks called for legislative changes to strip pension rights from officers convicted of crimes, especially when offenses occur off‑duty. He announced an internal audit of discipline mechanisms, mandatory alcohol testing for officers carrying firearms or vehicles, and referenced the interior minister’s order for a service review of his leadership.
