After a surge in undocumented crossings in early July 2026, Latvia’s State Border Guard stepped up patrols and detained three Moldovan drivers with ten migrants. The flow accelerated, with 111 attempts recorded on 16 July, raising the year‑to‑date total to 8,253. Latvian officials described the wave as a hybrid campaign linked to Belarus’s support for Russia and warned it could be used as political leverage against the EU. On 23 July President Edgars Rinkēvičs announced a new border‑strengthening mechanism, authorising rapid‑response teams, additional fencing and technical observation systems, and tougher penalties for illegal migration. He called for intensified diplomatic cooperation with EU partners and cautioned that pressure could later shift to Lithuania or Poland. By 28 July Lithuania dispatched a second contingent of 20 border guards to assist Latvia, after an initial nine‑person team was sent in July. Latvian Interior Minister Janis Dombrova asked for up to 100 Lithuanian officers, a figure Lithuania said it could not meet. Latvia reported 8,905 illegal crossing attempts in 2026, roughly nine times the 977 attempts intercepted on the Lithuanian‑Belarusian frontier. On 30 July Interior Minister Jānis Dombrava announced that the Latvia‑Belarus border was closed for technical reasons, urging citizens to avoid travel to Belarus. He said the migration pressure was being used as a hybrid‑war tactic. Border‑guard units were reinforced in several districts with additional support from Estonia, Lithuania and Finland. The State Border Guard reported 8,992 prevented attempts by that date. A small number of detained migrants were released on humanitarian grounds. The same day the government confirmed that Estonia will send additional border police to bolster the frontier, part of a coordinated EU response. In the following weeks Estonian authorities detained more than 80 migrants who had entered Estonia after crossing from Belarus into Latvia, many bound for Finland.
