In Latvia, the Ministry of Education and Science is proposing reforms to primary and general secondary education standards, specifically targeting student assessment and centralized exams. Initial criticism came from the Latvian Parents' Organization, which expressed concern over the rapid implementation of changes and the short consultation period provided before the new school year. The organization highlighted issues regarding the changing status of 9th-grade centralized exams and the need for a unified assessment framework to ensure comparability between schools. As the Saeima's Education, Culture, and Science Committee reviews these amendments, political debate has emerged regarding the pace of reform and resource availability. The Union of Greens and Farmers (ZZS) raised concerns about potential shortages in teaching staff and technical resources required for a new mandatory natural sciences exam. To address assessment concerns, Education Minister Ilze Indriksone has proposed a compromise to maintain minimum passing thresholds for Latvian language and mathematics while removing them for natural sciences. The Latvian government has since approved amendments to the basic and general secondary education standards, significantly altering academic achievement assessments. Under the new rules, students in grades 4 through 9 may improve no more than one-third of their summative assessments in any subject, with each assessment improvable only once. The Ministry of Education and Science (IZM) stated this limit aims to prevent the reform from becoming a ‘parallel system of repeated testing’. Individual schools will manage their own procedures for these improvements. For grades 1 through 3, students are permitted to improve each summative assessment once per school year to support basic skill mastery. The decision regarding the potential abolition of minimum passing thresholds for centralized exams has been deferred to the next government.
