In July 2026, the Lebanese Parliament convened to debate major reforms, including a general amnesty bill to address prison overcrowding and a proposal to abolish the death penalty. The amnesty initiative received support from various regional groups and families of prisoners, though it has faced opposition from families of military personnel. Following a parliamentary vote, Lebanon officially abolished the death penalty, making it the first country in the Arab world to formally remove capital punishment from its legal code. The decision, described by Justice Minister Adel Nassar as a “historic step,” replaces the death penalty with life imprisonment and aggravated hard labor. Under the new legislation, crimes committed before the law takes effect will result in life imprisonment, while future crimes will carry the sentence of life imprisonment with aggravated hard labor. While the Hezbollah parliamentary bloc voted against the measure, human rights organizations, including Human Rights Watch and Amnesty International, welcomed the decision, noting it marks a significant break from a practice they described as “cruel and arbitrary.” The move formalizes an unofficial moratorium on executions that had been in place since January 2004. The European Union also welcomed the move, stating that Lebanon is setting a “powerful example” for the Middle East. Legislators and human rights groups noted that the transition to life imprisonment with hard labor may face challenges due to the country’s economic situation and prison overcrowding. Additionally, the reform is expected to facilitate international legal cooperation by removing barriers to the extradition of suspects from countries that do not practice capital punishment.
