The International Monetary Fund (IMF) has projected a significant economic contraction for Lebanon in 2026. This downturn is attributed to high energy costs, double-digit inflation, a widening current account deficit, and extensive damage to infrastructure and housing caused by regional security tensions, specifically the conflict between Hezbollah and Israel. Economic indicators show the economy has shrunk from an annual value of approximately 55-57 billion dollars to roughly 32 billion dollars. The tourism sector has suffered estimated losses of 2 billion dollars, while the state faces monthly costs of 80 to 90 million dollars to support displaced persons. Regarding financial reform, the IMF is calling for the restructuring of the banking sector. While welcoming recent amendments to bank handling laws, the Fund emphasized that further legislative adjustments are required to ensure that shareholders and junior creditors bear losses before depositors. Additionally, the IMF urged the implementation of a previously approved increase in Value Added Tax (VAT) to 12% to fund public sector pensions and wage increases. Following a mission to Beirut, the IMF noted that while Lebanese authorities have maintained some stability through cautious fiscal and monetary policies, further legislative work is required regarding financial stability and deposit recovery laws to meet international standards. The Fund also called for the comprehensive recording of all foreign-funded spending in the 2027 budget.
