Lebanon-Hezbollah disarmament efforts

Efforts to facilitate the disarmament of Hezbollah have progressed through both legislative and diplomatic channels. In the United States, Senators Jeanne Shaheen and James Lankford introduced the Lebanon Sanctions, Stabilization, and Support Act. This bipartisan legislation proposes up to $1.2 billion in security assistance to the Lebanese Armed Forces over five years, contingent upon the Lebanese state establishing a monopoly on weapons and actively disarming Hezbollah.

Parallel to these legislative efforts, Israel and Lebanon have engaged in U.S.-mediated discussions regarding an international mechanism to verify Hezbollah’s disarmament. A preliminary list of potential contributors for this mechanism includes Italy, Great Britain, Switzerland, and Indonesia. The proposal may involve deploying foreign troops to monitor and inspect southern Lebanese regions to ensure they remain weapon-free.

While these discussions aim to link the disarmament process to the gradual withdrawal of Israeli forces, significant hurdles remain. Lebanese officials have raised concerns regarding the legality of inspecting private properties without judicial warrants, while Israel has maintained it will not withdraw unilaterally until disarmament is achieved.
