Diplomatic efforts to resolve the conflict between Lebanon and Israel have faced significant hurdles. Initial reports indicated that security negotiations were stalled following a visit by U.S. General Joseph Clearfield, as Israel reportedly sought to establish new realities in southern Lebanon ahead of its October elections. In an effort to seek regional stability, Lebanese President Joseph Aoun met with Pope Leo XIV and Vatican Secretary of State Cardinal Pietro Parolin at the Vatican. During the meeting, Aoun requested the Holy See advocate for the cessation of Israeli attacks on Lebanese civilians and infrastructure, the implementation of the June 26 framework agreement, and the full withdrawal of Israeli forces from occupied territories. Aoun also sought international support for a peacekeeping presence in southern Lebanon to replace UNIFIL before its mandate expires in late 2026. In subsequent discussions at the Vatican, President Aoun emphasized that a full Israeli withdrawal is necessary to facilitate the reconstruction of destroyed infrastructure and the return of displaced citizens. He called on the Holy See to continue international diplomatic efforts to ensure Israel adheres to the terms of the June 26 framework agreement. Additionally, the President stressed that these security measures must coincide with the Lebanese state asserting full authority over its entire territory, maintaining sole control over decisions regarding war and peace to ensure border stability.
