In late October 2026, police from the Public Security Police (PSP) ordered the removal of a small tent at the Lisbon Camp in Rossio Square. While officers stated that tents are not permitted on public roads, organizers defended the structure as a designated “Espaço Criança” (Children's Space) for family activities. Demonstrators dismantled the tent after being told it was illegal. By early November, the situation escalated into a legal dispute. The Administrative Court of the Circle of Lisbon ruled that activist Renata Cambra had the right to maintain a tent as a symbol of protest until the State Budget vote on November 24. The court ordered the PSP and Municipal Police not to disperse the demonstration, though it emphasized that the protest must not transform the public square into a private territory, ensuring coexistence with the scheduled Christmas Market. The Public Ministry has since appealed to the Constitutional Court. On November 6, Lisbon Mayor Carlos Moedas issued a formal order for the “Acampada de Lisboa” housing protest camp to vacate Rossio Square to facilitate the installation of a Christmas market. This follows a PSP report stating the camp and the market are “inconciliáveis” (incompatible) in the same location. Moedas suggested alternative sites, such as Largo de S. Domingos, Praça Martim Moniz, or Restauradores. In response, Renata Cambra filed a complaint with the Administrative Court of Lisbon, alleging the Mayor is failing to comply with the previous court ruling that authorized the camp to remain until November 24. Her legal defense has requested the court declare the relocation order null and void, arguing the municipality cannot unilaterally override a judicial sentence. Protest organizers have also announced plans to bring demonstrations to the Web Summit. Municipal police have begun notifying protesters of the impending enforcement.
