Lithuanian investment and regional autonomy reforms

Lithuania is implementing legislative and administrative changes to manage and attract investment. Initially, the government proposed granting regions greater autonomy over the allocation of European Union investment funds. While the central government would set primary directions, local regions would decide on specific fund distribution to better address local needs. This move followed criticism from municipal leaders regarding the restrictive nature of current ministerial funding conditions.

Subsequently, the Lithuanian Seimas approved amendments to the Law on Investments and the Law on Land to facilitate large-scale projects. Effective July 1, 2027, these changes introduce incentives such as state land lease tax relief and the option for investors to purchase state-owned land. To qualify, projects must meet specific economic thresholds: national projects require at least 250 million EUR in investment, while regional projects—outside of Vilnius, Kaunas, and Klaipėda—require 20 million EUR. The legislation aims to ensure at least 30 percent of new investments reach these regional areas, with expectations of significant job creation and higher-than-average wages.
