Los Angeles County fiscal and budgetary management
Overview
The Los Angeles County Superior Court has introduced a Voluntary Separation Incentive Program to address a multi-million-dollar budget shortfall. The program offers eligible full-time employees with at least five years of continuous service a one-time $35,000 buyout to voluntarily resign by Christmas Eve. While the offer applies broadly to regular staff, it excludes specific roles such as law clerks, court reporters, interpreters, probate investigators, and family court mediators. Those accepting the buyout will have their positions permanently eliminated and will be barred from rehire for one year.
Presiding Judge Sergio C. Tapia II and Executive Officer David W. Slayton noted that escalating operational costs have outpaced available budget resources. A similar program launched in 2024 reportedly resulted in approximately $4 million in ongoing budget savings.
Separately, the Los Angeles County Board of Supervisors approved a final $54.2 billion budget for the 2026-27 fiscal year, which is $3.9 billion higher than the initial June plan. County CEO Joseph Nicchitta attributed this increase to approximately $2 billion in unspent funds carried over from the previous year and $391.1 million in budget stabilization savings achieved through fund reallocation. This reallocation is intended to avoid cuts to public services and preserve cost-of-living adjustments for staff. The budget also accounts for $1.2 billion in annual legal payouts related to childhood sexual assault lawsuits filed under Assembly Bill 218. Although the final budget includes 250 fewer budgeted positions than the June plan, officials stated that no layoffs of existing workers are expected.
