Lukoil operations and fuel security in Bulgaria

Overview

Lukoil Bulgaria has initiated an international financial audit to investigate the actions of former Special Commercial Manager Rumen Spepov. Current manager Evgeni Simeonov characterized previous management actions as ‘illogical’ and addressed concerns regarding fuel security, stating that the Burgas refinery produces sufficient supply and that crude oil is secured through early spring.

In response to supply chain requirements, the UK Office of Financial Sanctions Implementation (OFSI) extended a general license for Lukoil group entities in Bulgaria until February 26, 2027. This extension allows for payments and economic resource exchanges to ensure the continuous operation of the Lukoil Neftochim Burgas refinery. Bulgarian officials noted that the extension followed government-level dialogue and is critical because British insurers cover over 90% of the tankers delivering crude oil to the region.
